The object of this Ordinance is to provide that the

revenue appropriated for the service of the Hongkong War

Loan shall be exempt from military contribution.

In my opinion this is an Ordinance to which His Ex-

cellency the Governor may properly assent in the name of

His Majesty and on His behalf.
